SGX ISSUES CONSULTATION PAPER ON PROPOSED CHANGES TO DERIVATIVES TRADING RULEBOOK

Singapore Exchange Ltd (SGX) is inviting public comments on its proposed amendment to its derivatives trading Rulebook. The objective is to update SGX rules to meet key market and regulatory developments. The new rules address the migration from floor to electronic trading of financial derivatives as well as the introduction of commodity contracts on the Joint Asian Derivatives Exchange (JADE). The rewrite of the derivatives trading Rulebook will be undertaken in two phases. Phase One of the consultation opens today. The key changes proposed in Phase One include:


1) Streamlining our membership structure by classifying participants into two broad segments, Clearing and Trading, while allowing Corporate Trading Members to be located offshore. This will allow SGX to further expand our global membership network.

    2) Permitting direct trading access by customers of SGX Members. This change will liberalize connectivity to our derivatives market and widen our reach to participants such as offshore proprietary trading firms, arcade operators and brokers who may not be SGX Members.

    3) Allowing members of other Exchanges to become SGX Members to participate in the various markets we operate, including the JADE Commodities Market. This change also permits offshore members of other Exchanges to become Trading Members of SGX.

    Market participants and members of the public are encouraged to view and participate in this public consultation. The consultation paper will be available on our website at www.sgx.com. from today.
